The COMFIT program is no longer accepting applications.
Program Status
On December 2, 2015 the Department of Energy introduced the Act to Implement the Electricity Plan. The Act requires that COMFIT projects are constructed and ready for electrification to meet program in-service requirements. No extensions or renewals can be provided as timeframes for the completion of the COMFIT project are set in legislation.

Directives
In addition to Renewable Electricity Regulations, the Electricity Act provides ministerial direction to implement standards for the COMFIT program. These Directives have been written to establish and clarify requirements for Feed-in Tariff Approval.

Power Purchase Agreement (PPA) Process
In order to request that Nova Scotia Power Inc (NSPI) enter into a Power Purchase Agreement (PPA) with your project, please fill out the PPA Memo Request Form (word 41 KB) and send it to comfit@novascotia.ca We will confirm your details and forward the request to NSPI. You will hear back from NSPI directly – usually within two weeks.
It is recommended that you activate the PPA memo request process at least a month before you require your PPA.
Compliance Requirements
Once your project is constructed and you are ready for commercial operation, you can request a compliance memo which confirms to Nova Scotia Power Inc (NSPI) that your project remains eligible for COMFIT before they sign a Power Purchase Agreement with you. You will need to demonstrate that your project has met all the regulatory approvals and ministerial conditions to be in compliance with the program. It is recommended that you activate the compliance memo process once the requirements have been met, as required by the Power Purchase Agreement (PPA) definition of commercial terms (these are outlined in your PPA). The compliance process is typically activated by a project proponent about a month or more in advance of the final in-service date.
Compliance Memo Request
To provide your project with a compliance memo, which is a letter from the Minister of Energy confirming compliance with COMFIT, the following information is required to demonstrate that you have met the requirements of the Regulations and the terms and conditions of your approval:
- The amount of equity that was contributed to your project
- The total project cost
- Updated proof of 25 member requirement (applies to NFP or CEDIF’s)
- A compliance letter (template here) (word 19 KB)

Reporting requirements
Completion Report
COMFIT projects are required to submit a completion report within 30 days of project completion. This should include details of all capital expenditures in excess of $50,000.00 including the name(s) and address(es) of supplier(s). If the entity is a Community Economic Development Investment Fund, a list of shareholders and the residency to confirm compliance with Directive 007.
